PAHAM Urges Komnas HAM RI to Investigate the Shooting Sase of Pt. Yeremias Zanambani

JAYAPURA, SUARAPAPUA.com—The Papuan Human Rights Advocates Association (PAHAM) has asked the National Commission on Human Rights (Komnas HAM) of the Republic of Indonesia to immediately investigate a series of cases that have occurred blindly against civilians in Papua in the last three months.

Including the shooting which was allegedly carried out by a TNI officer against Pastor. Yeremias Zanambani on September 19, 2020 in Bomba village, Hatadipa sub-district, Intan Jaya Regency, Papua recently.

“We urge Komnas HAM RI to carry out an investigation, publish the results of the investigation, and process the law on the perpetrators of the murder of Pastor Yeremias Zanambani, Elias Kurunggu (40), and Seru Kurunggu (2) on July 18, 2020 in Nduga, the murder of Melki Marek Maisini (16), Armando Bebari (20) and Roni Wandik (23) on 10 and 13 April 2020 in Timika, the murder of Hendrik Lokbere on 20 December 2019 in Nduga, and the Murder of Melianus Dogopia (18) and Yulyanus Mote (18) on 21 May 2019 in Deyai,” Said Advocate Gustaf Kawer from the Papuan PAHAM Advocates Association through a press release to suarapapua.com, Tuesday (22/9/2020).

A series of shooting cases that occurred in a combined military/police operation codenamed Operation Mangkawi, an operation that has been carried out since 2019 with the TPNPB of the Free Papua Organization (OPM), until today has received official approval by President Joko Widodo.

Its operational area includes Timika Regency, Nduga Regency, Intan Jaya Regency and includes several other districts. Since the Mangkawi operation was carried out, many Papuan civilians have become victims of killings by TNI / Polri security forces in Intan Jaya, Nduga, and Timika districts.

PAHAM believes that the murder case of Pastor Yeremia Zanambani is an act of extrajudicial murder which is a very serious violation of the law. This act is an inhuman act and constitutes a gross human rights violation, as referred to in Article 7 letter b Junto Article 9 of Law Number 26 year 2000 concerning Human Rights Courts.

Apart from Pastor Yeremia Zanambani, a church leader who is deeply respected by residents of Intan Jaya district and the Moni tribe in the Meepago customary area, PAHAM noted that a similar case was committed against Pastor Gimin Narigi who was also shot dead when state officials were sweeping Mapenduma when the conflict occurred. armed forces between TNI / Polri and TPNPB in Nduga. Pastor Gimin Narigi seems to be more sadistic because after being shot his body was then burned without the usual funeral process.

Within these three months, law enforcement officers committed extrajudicial killings against other Papuans without encouraging a fair legal process as a form of obedience to the law, but only apologies to the families of the victims.

“The government doesn’t bother. They are silent on all incidents of violence that have occurred against the Papuan people as if the killing of Papuans is a natural thing in this country, ”said Advocate Yohanis Mambrasar.

Therefore, PAHAM urges the Indonesian Government to stop its security approach in resolving conflicts in Papua.

“We advise the Indonesian government to use a non-violent approach such as dialogue or negotiation or whatever it is so that they can talk and agree together with TPNPB, in order to end conflict and violence in Papua.”

“Kemi calls on all civil society communities in Papua, Indonesia and internationally as well as the Human Rights Watch Community, Church Community, artist community, academics, students, women, and indigenous communities to participate in monitoring human rights developments in Papua and urge the Indonesian government to stop all violence. and human rights violations in Papua. To resolve the Papua conflict issues peacefully with the conflicting parties, “he said.
