ULMWP Will Hold Hearing Opinions Meeting (RDP) on the Implementation of Papua Special Autonomy

JAYAPURA, SUARAPAPUA.com — The United Liberation Movement for West Papua (ULMWP) will mediate the Papuan people to hold a hearing opinion on the implementation of 20 years of Special Autonomy (Otsus) in Papua.

This was done by Papuans as legal subjects regarding the implementation of Otsus in the land of Papua to see the wishes of the Papuan people whether they want Otsus to be extended or reject Otsus and carry out a referendum in West Papua.

This was conveyed by Buchtar Tabuni, Chairperson of the ULMWP Legislative II to reporters when met at his residence in Kamwolker, Waena, Jayapura City, Thursday (10/9/2020).

He said, towards the end of the Special Autonomy period, the Indonesian Ministry of Home Affairs (Kemendagri) instructed the Provincial Governments of Papua and West Papua to conduct a comprehensive evaluation of Otsus, and this instruction was taken seriously by the Special Committee for the DPR Papua and the MRP.

‘ULMWP has heard a developing discourse that DRP Papua has formed a Special Committee and the MRP plans to hold a Hearing People’s Opinion Meeting (RDP), and there is a discourse that ULMWP will be invited to the forum, so we firmly state that the Papua DPR and MRP do not have the authority to hold the forum. Let the Papuan people hold a forum for hearing People’s Opinion meeting through ULMWP about whether or not Otsus continues,” said Tabuni.

Tabuni explained that the MRP is a product of Otsus which is currently being rejected by the Papuan people, while the Papua DPR is an Indonesian state political institution in West Papua that carries out the mandate of the Law on the Unitary State of the Republic of Indonesia.

“So that all pro-Papua Merdeka organizations affiliated with the ULMWP and all West Papuan people from the 7 customary territories do not get involved in all forums held by the Papua DPR and MRP, in the context of evaluating Otsus or other forums for hearing,” he said.

Meanwhile, he said, a hearing forum held by ULMWP would invite the Papua DPR, MRP, governors, and representatives of the Indonesian Government in West Papua to hear directly what the wishes of the Papuan people’s are. Otsus was born because of the political aspirations of the Papuan people for independence.

“During the 20 years of Otsus implementation in Papua, the Papuan people have expressed their objection through Indonesian state institutions, such as the Papua Parliament and the MRP (2005 and 2010) but the aspirations of the Papuan people have not received a positive response from the Indonesian government. In fact, Otsus is still being forced to be implemented,” said Tabuni.

Sejauh ini katanya, aspirasi rakyat Papua tentang penolakan Otsus belum ditanggapi oleh kaki tangan Pemerintah Indonesia di Papua. “Apakan Pemerintah Indonesia akan mendengar aspirasi rakyat Papua dan menjawab tuntutan rakyat Papua untuk menentukan nasib sendiri melalui mekanisme referendum?” tuturnya.

So far, he said, the aspirations of the Papuan people regarding the rejection of Special Autonomy have not been responded by the Indonesian government’s collaborators in Papua. “Will the Indonesian government listen to the aspirations of the Papuan people and answer the demands of the Papuan people for self-determination through referendum mechanisms?” he said.

Therefore, in order to accommodate the political aspirations of the Papuan people in one representative forum, ULMWP will fight for these political rights by holding a forum to listen to the aspirations of the Papuan people honestly, openly, fairly, and with dignity.
“So ULMWP will open up democratic space for the Papuans to consolidate the political aspirations and accommodate their (Papuan People) political aspirations,” he said.

Previously, Matius Murib, Chairman of the MRP said that the MRP and MRPB set a joint agenda to carry out the Indigenous Hearing Opinion Meeting (RDP) on the effectiveness of the implementation of Otsus in Papua, and furthermore will communicate with the Indonesian Ministry of Home Affairs.

“This is part of preparing the RDP and the Extraordinary Plenary Meeting on the twenty years of effectiveness of the enactment of Law Number 21 of 2001 as amended by Law Number 35 of 2008 concerning Special Autonomy for Papua and West Papua Provinces,” he explained in Jakarta. recently.
